Fovea works on its own. For Rouse, local wake needs no relay. Remote wake needs a relay on an always-on device at the target location and a VPN connection to reach it. You can use the standalone Rouse Relay server, or Relay Mode in Rouse for Mac once the app is available.
For help setting either up, see Support or the step-by-step Enable Wake-on-LAN on Windows guide.
